On 7 July 2026, APRA released its response to consultation on targeted adjustments to the general insurance reinsurance framework. These adjustments will better facilitate access to reinsurance, including alternative reinsurance arrangements.
The new prudential standards, reporting standards and guidance will come into effect on 1 January 2027. Updated reporting forms are planned to be released in the APRA Connect Test environment in September 2026.

On 22 October 2025, APRA released a Response Paper that sets out proposals for the general insurance industry to better facilitate access to reinsurance, including alternative reinsurance arrangements. The paper responds to industry feedback on a November 2024 consultation letter that set out preliminary proposals on these matters. The 2024 letter is available below.
Along with this Response Paper, APRA is releasing draft standards and guidance.

On 7 November 2024, APRA released a letter regarding targeted adjustments to its general insurance reinsurance framework. In response to reinsurance market developments and industry feedback, this letter outlines options to promote access to all forms of reinsurance and reduce regulatory burden.

It is APRA's policy to publish all submissions on the APRA website unless the respondent specifically tells APRA in writing that all or part of the submission is to remain confidential. An automatically generated confidentiality statement in an email does not satisfy this purpose. If you would like only part of your submission to be confidential, you should provide this information marked as 'confidential' in a separate attachment.
Submissions may be the subject of a request for access made under the Freedom of Information Act 1982 (FOIA). APRA will determine such requests, if any, in accordance with the provisions of the FOIA. Information in the submission about any APRA-regulated entity that is not in the public domain and that is identified as confidential will be protected by section 56 of the Australian Prudential Regulation Authority Act 1998 and will therefore be exempt from production under the FOIA.
