Register of private health insurers

(a) A person who is, or was, an employee of:

        (i) an incorporated entity that is affiliated with the Seventh-day Adventist Church in Australia;

        (ii) Avondale College Foundation;

        (iii) Karalundi Aboriginal Education Centre;

        (iv) Mirriwinni Gardens Aboriginal Centre; or

        (v) Sydney Adventist Hospital Foundation.

(b) A person who is, or was, a Local Church Officer of any Seventh-Day Adventist Church in Australia.

(c) A person who is, or was, a literature evangelist, while distributing for Home Health Education Service.

(d) A person who, by the operation of the Private Health Insurance Act and Rule 6 of the Private Heath Insurance Rules 2007 No 2, is taken to belong to the Restricted Access Group.

(e) A person who is or was a partner, dependant, brother, sister, grandchild or parent of any person mentioned in (a), (b), (c), (d) above.

1. A person who is, or was, an employee of the Commonwealth Bank Group; and

2. A person who, by the operation of the Private Health Insurance (Registration) Rules is taken to belong to the Restricted Access Group.

“Commonwealth Bank Group” means –

        (a) The Commonwealth Bank of Australia;

        (b) Current subsidiaries (within the meaning of the Act) of the Commonwealth Bank of Australia;

        (c) Each former subsidiary (within the meaning of the Act) of the Commonwealth Bank of Australia; and

        (d) Gateway Bank Ltd.

1) Persons who are already insured with the Company immediately before the commencement of the Private Health Insurance (Registration) Rules 2007 (No 2); and

2) Persons who are or were: 

        a) A member of an arm of the Defence Force as referred to in the Defence Act 1903 (Cth); or

        b) An employee of the Department of Defence or an entity which has a reporting obligation to, or is within the portfolio responsibility of, the Minister for Defence or a Minister Assisting such Minister or a Parliamentary Secretary to either Minister (such Department and entities collectively called "the Bodies"); or

        c) An employee of: 

                i) A contractor to any of the Bodies; or

                ii) A prescribed agency (as referred to in the Financial Management and Accountability Act 1997 (Cth)) or a Commonwealth authority or Commonwealth company (as referred to in the Commonwealth Authorities and Companies Act 1997 (Cth)) or other entity, which agency, authority, company or entity supplies goods or services to any of the Bodies; and

3) Who is or was involved in supplying goods or services to any of the Bodies; and

4) Persons who are or become officers or employees (including contractors) of the Company; and

5) The partners and dependent children of Principal Insureds; and

6) The former partners and adult children of Principal Insureds; and

7) The siblings, grandchildren and parents of Principal Insureds; and

8) The partners and dependent children or persons who are the adult children of Principal Insureds; and

9) The partners and dependent children of persons who are the siblings of Principal Insureds. 

(a) A person who is part of the restricted access group for Doctors Health Fund Pty Limited as described in Rule 7 of the Private Health Insurance (Registration) Rules 2017 (No 2), being:

        (i) A current or former registered Medical Practitioner;
        (ii) A current or former registered Health Practitioner in one of the following categories:
                (A) Medical;
                (B) Medical radiation (means a person working as a medical radiation practitioner, diagnostic radiographer, medical imaging technologist, radiographer, nuclear medicine scientist, nuclear medicine technologist or radiation therapist);
                (C) Optical;
                (D) Dental, (being a person working as a dentist, dental therapist, dental hygienist, dental prosthetist or oral health therapist);
                (E) Occupational Therapy;
                (F) Physiotherapy;
                (G) Psychology;
        (iii) A person studying to become a practitioner listed in points (i) or (ii), at an Australian educational institution;
        (iv) An overseas qualified doctor who is registered for the AMC exams;
        (v) An employee of a Medical Practitioner or a Health Practitioner or an officer or employee of an incorporated practice of a Medical Practitioner or a Health Practitioner;
        (vi) Employed in any role by a federal or state Australian Medical Association (AMA), or an associated or subsidiary organisation of an AMA;
        (vii) Employed in any role by an association whose members are Medical Practitioners or Health Practitioners;
        (viii) a person who is, or was, an officer or employee (including contractors) of the AMGL Group:
                ‘AMGL Group’ means:
                         (A) AMGL;
                         (B) associated entities of AMGL; and
                         (C) body corporates in which AMGL has a substantial holding, and ‘associated entities’ and ‘substantial holding’ have the same meaning as defined in the Corporations Act 2001 (Cth);
        (ix) A family member of someone who qualifies in any of the above. Family members include:
                (A) Partner,
                (B) Former Partner;
                (C) Dependent;
                (D) Adult children (including spouse or Partner);
                (E) Parents;
                (F) Siblings (including Spouse or partner);
                (G) Nieces and nephews;
                (H) Grandchildren; and

(b) Any other person on whom the Rules or PHI Law may confer eligibility to be a Member.

1) A person who is, or was, employed;

        a. In the RAN, ARA or RAAF; or

        b. As a civilian employee/civilian contractor with the Department of Defence, Naval Shore establishment, other defence establishment or Public Service employees assigned to, or directly engaged in providing services to, the Department of Defence or the Australian Defence Forces.

2) A person who is, or was, an active member of the RANR, AFAR, and RAAFR.

3) A person who is or was, a member of cadets.

RAN means Royal Australian Navy
ARA means Australian Regular Army
RAAF means Royal Australian Air Force
RANR means Reserve Forces of the Royal Australian Navy
ARAF means Reserve Forces of the Australian Regular Army
RAAFR means Reserve Forces of the Royal Australian Air Force

C2 Eligibility for Membership

2.1 The following persons are eligible to be Contributors to the Insurer:

(1) A person who was already insured with the Insurer immediately before 12 October 2007.

(2) A person who is, or was, employed in relation to the provision of emergency services.

(3) A person who is, or becomes, an officer or employee (including a contractor) of the Insurer.

(4) A partner or dependent person of a person described under Fund Rules C2 2.1(1), C2 2.1(2) or C2 2.1(3).

(5) A former partner or adult child of a person described under Fund Rules C2 2.1(1), C2 2.1(2) or C2 2.1(3).

(6) A sibling, grandchild or parent of a person described under Fund Rules C2 2.1(1), C2 2.1(2) or C2 2.1(3).

(7) A partner or a dependent child of a person who is the adult child of a person who is described under Fund Rules C2 2.1(1), C2 2.1(2) or C2 2.1(3).

(8) A partner or dependent child of a person who is the sibling or grandchild of a person described under Fund Rules C2 2.1(1), C2 2.1(2) or C2 2.1(3).

C2 Eligibility for Membership

C2.1 The following persons are eligible for membership of the RBHS:

        (a) any person who is, or was, an employee of the Reserve Bank of Australia or Note Printing Australia Limited;

        (b) the Partners and Dependants (as defined in Rule B2) of any person described in paragraph (a) of this sub rule.

        (c) the former Partners and adult children of any persons described in Paragraph (a) of this sub rule.

        (d) Any other person deemed to form part of the restricted access group as defined in the Private Health Insurance (Registration) Rules.

C2.2 Subject to these Rules, persons who have retired from the Reserve Bank of Australia or Note Printing Australia Limited employment, or widowed Partners of Members who have died, may be admitted as Members.

“Partner” means a person who is living with the Member as their Partner on a domestic basis whether or not legally married to that other person.

"Dependant" means any child of a Member or child of a Member’s Partner (including an adopted child, foster child, or child for whom the Member or Member’s Partner is a legal guardian) who is:

        (a) under the age of 18 years without a partner; or

        (b) under the age of 25 years without a partner and substantially dependent on the Member or the Member’s Partner where this typically means:

                i. a full-time student at a school, college or university, or a Dependant who has been awarded a traineeship or apprenticeship, or has been issued with a government concession card for use on public transport; or

                ii. a person (such as a part time student or someone that is unemployed) who is receiving an annual income that is below the maximum annual income a person may receive before taxation becomes payable.

        (c) or a person who is defined as a Dependent Child Non Student, for whom an additional premium is paid as noted in section K1 of these Rules.

1. TH is a restricted access insurer, as defined in the Private Health Insurance (Prudential Supervision) Act 2015 (Cth)(PHIPS Act). The persons set out in Rules II.B.b) and II.B.c) are deemed to be included in TH’s restricted access group and are eligible to apply for a Policy.
    
2. The following persons are Principal Insured:
    
   
   1. A person who is, or was, a financial member (including students who are full members) of an employee organisation:
      1. registered or recognised under the Fair Work (Registered Organisations) Act 2009 (Cth), including under Schedules 1 or 2 of that act; or
      2. registered as an organisation, being an association of employees under State or Territory legislation in force at the time a membership application is made.
          
   2. A person who is a student member of the Queensland Teachers’ Union of Employees, the Australian Education Union – Northern Territory branch or the Independent Education Union of Australia – Queensland and Northern Territory branch;
       
   3. A person who is, or was, a member of any union and who is, or was an employee or officer of:
      1. a school, university, TAFE, Early Learning Institution, or any other educational institution that is, or was, registered or otherwise licensed or approved under any Commonwealth or State legislation (including support staff); or
      2. a State or Territory Department of Education (or like organisation); or
      3. a State or Territory Board of Studies, Teaching and Educational Standards (or like organisation); or
      4. Australian Education Union New South Wales Teachers Federation (NSWTF) Branch; or
      5. Queensland Teachers’ Union of Employees or Queensland Independent Education Union of Employees; or
      6. Australian Education Union or its State or Territory branches and unions affiliated to that union; or
      7. Independent Education Union of Australia (IEU) or its State or Territory branches and unions affiliated to that union; or
      8. Institute of Senior Education Administrators NSW; or
      9. National Tertiary Education Union; or
      10. State School Teachers’ Union of WA (SSTUWA); or
      11. Australian Nursing & Midwifery Federation, or a State or Territory branch or affiliated union; or
      12. Teachers Mutual Bank Limited; or
      13. New Law; or
      14. Aware Super Pty Ltd; or
      15. successor organisations.
           
   4. A person who is, or was, a member of any union and who is employed as:
      1. A registered nurse;
      2. An enrolled nurse;
      3. A registered midwife;
      4. A nurse practitioner;
      5. A nurse in mental health services;
      6. A psychiatric nurse;
      7. An assistant in nursing or an assistant in midwifery;
      8. A nursing student undergoing training or student nurse or trainee enrolled nurse in Victoria or Tasmania;
      9. Employees, however described or titled, employed to provide or assist in the provision of nursing care or nursing services or both.
          
   5. (v) Any person who would qualify under items b)(ii) or b)(iii), where no union coverage exists, or existed at the time, for that person.
       
   6. (vi) A person who was insured with TH or Queensland Teachers’ Union Health Fund Limited, immediately before 12 October 2007.
       
   7. (vii) A person who was insured with Queensland Teachers’ Union Health Fund Limited before 1 July 2025.
       
   8. (viii) A person who is, or becomes, an officer or employee of, or a contractor to, TH and who is, at the time at which they seek to become insured by TH, a financial member of a union, where one exists of which they are eligible to be a member.
       
3. Any person who pursuant to Rule 7 of the Private Health Insurance (Registration) Rules 2017 (No. 2) (Cth) or the PHI Act, is eligible to be an Insured Member of the Fund.
    
4. TH is prohibited from issuing a complying health insurance policy to a person who does not belong to the restricted access group set out in Rules II.B.b) and II.B.c).
