First Home Saver Accounts

This page contains information for authorised deposit-taking institutions (ADIs), life insurance companies and RSE licensees that offer First Home Saver Accounts.
The Government has abolished the FHSA scheme effective from 1 July 2015. The existing rules applied until 30 June 2015 and from 1 July 2015 all FHSAs will be treated like any other account held with a provider. 
The Tax and Superannuation Laws Amendment (2015 Measures No. 1) Act 2015, which received Royal Assent on 25 June 2015, repealed the following legislation pertaining to FHSAs:
  • First Home Saver Accounts Act 2008;
  • First Home Saver Accounts Regulations 2008; and
  • First Home Saver Account Providers Supervisory Levy Imposition Act 2008.
Given that FHSAs will be treated as any other account from 1 July 2015, prudential regulation of the ex-FHSA accounts will fall within APRA’s existing prudential framework. In relation to the existing prudential framework:
  • FPS 100 became repealed on the date the FHSA Act was repealed; and
  • FRS 100 has been revoked to remove an unnecessary reporting standard and align with the Government’s abolition of the FSHA scheme. 

APRA has retained all original information below but intends to archive this page in December 2015.

Under the legislation FHSA providers could commence offering FHSAs from 1 October 2008. Authorised Deposit-taking Institutions and Life Companies that are providing FHSAs (according to their websites and by contacting their customer service centre) are listed below.

Notification to APRA form
Under section 123 of the First Home Saver Accounts Act 2008 (FHSA Act), ADIs and life insurance companies are required to notify APRA of their intention to provide FHSAs. The form below may be used for this purpose.

Authorisation application form
Only public offer and extended public offer licensees are eligible to apply for authorisation to be an FHSA provider. The FHSA Act requires the application be made in the approved form.

Approved form of notification of address where accounting records are kept
First Home Saver Accounts (FHSAs) are required to notify APRA, in the approved form, of the address where their RSE's financial records are kept.

Since the first lodgement, APRA identified an omission on the form which led to a gap in information being collected. Specifically, the form did not collect data on contributions made to accounts that existed at the start of the financial year during the reporting period. This has now been rectified by amending the FRF 100.0 through the addition of a new field ‘2.1.8 other’ and the set of detailed technical instructions regarding completion of FRF 100.0.
