APRA Member Profiles

APRA is the prudential regulator of banks, credit unions, building societies, insurance companies, friendly societies and superannuation funds.

APRA is a statutory authority. Its Executive Group of three members appointed by the Treasurer, are responsible for determining goals, priorities and strategies.  



Dr John Laker AO, Chairman
BEcon (Hons 1) (Syd), MSc PhD (London)

Dr Laker was appointed as a member and Chairman of APRA for a five-year term, commencing 1 July 2003 and was recently reappointed for another five-year term, commencing 1 July 2008. Dr Laker worked in the Commonwealth Treasury and International Monetary Fund before joining the RBA’s International Department in 1982. He held senior positions in the economic, bank supervision and international areas before becoming the RBA’s Chief Representative in Europe, based in London, from 1991 to 1993. Dr Laker was appointed Assistant Governor (Financial System) of the RBA in March 1998 and prior to that, Assistant Governor (Corporate Services). Dr Laker is APRA’s representative on the Payments System Board of the RBA and APRA’s representative on the Council of Financial Regulators. He was an APRA Board member and Deputy Chairman of the Payments System Board from July 1998 until 30 June 2003.

Mr Jones, Deputy Chairman
B.A. MComm

Ross Jones was appointed Deputy Chairman and Member of APRA for a five-year term commencing 1 July 2003 and was recently reappointed for another five-year term, commencing 1 July 2008. Within APRA he takes principal responsibility for superannuation/private pensions and chairs APRA's Enforcement Committee. He is President of the International Organisation of Pension Supervisors, a group whose members include pension supervisors and regulators from more than 70 countries. He is also Vice Chairman of the OECD Working Party on Private Pensions and a member of the Singapore Central Provident Fund Advisory Panel. Prior to joining APRA, Ross was a Commissioner of the Australian Competition and Consumer Commission and a former Chairman of the International Air Services Commission. He was also an Associate Professor in the School of Finance and Economics at the University of Technology, Sydney for a number of years.

Mr John Trowbridge, Member
BSc, BE, BA, FIA, FIAA

John Trowbridge has been appointed as a Member of APRA for a three-year term from 1 July 2006. John founded Trowbridge Consulting in 1981, a firm which became a leading actuarial and management consulting firm during the next 20 years. He had previously worked with Commonwealth Treasury (Government Actuary’s Office) and had also held senior executive positions with QBE Insurance. In this time as a consultant John’s clientele included all major Australian insurance companies, banks and wealth management companies, governments or government authorities in all Australian States and New Zealand, and numerous major industrial organisations. He was President of the Institute of Actuaries of Australia in 1998 and served as a member of the Treasurer's Financial Sector Advisory Council from 1998 to 2004. Since completing his consulting career in 2002, he has held executive and director positions with insurance and reinsurance companies and has also had advisory roles examining various financial sector issues.
